OIC visits to southern Thailand not agree with the separatist group condemning the violence as against the religion.

Special Representative of the Secretary-General of the OIC Islamic Cooperation visited to southern Thailand stated the position of the OIC does not intervene in politics and emphasized to against the fight of the separatist movement. They also condemned the violence committed against the people in the area that contrary to the principle all Muslims and Islam have followed and that the damage was the killing of a human life is like to establish an ensemble human being while the security law should has not been a rights violation.

H.E.Mr.Sayed Kassem El-Masry, advisor and special envoy of the Secretary-General of the Organization of the Islamic or the OIC and his fellow tripped down to Southern Thailand on Wednesday 9, May 2012 to meet with the Secretary General of the Southern Border Provinces Administration Centre (SBPAC) and several dignitaries for participating number of activities within the area.

The meeting held at the conference room of SBPAC listening to a briefing on the situation and direction of the solution. Prior to the meeting, Mr. Sayed Kassem met and talked with the Graduate School students, about 200 people gathering for a reception.

He said in the early part of the welcome that this is the third trip visiting Thailand, but it’s a second time for southern provinces. It’s an opportunity to meet with senior people in government which making an impression to the development of the unrest in southern border provinces and positively impressed by the Government to focus on education - the focus on local language (Bahasa Melayu) in educational institutions of the state. As well as other relevant agencies to focus on talking to all parties is an important step that will lead to an understanding in the future.

"The issue in the South is not a religious issue. The problem is as a common occurrence in countries with ethnic minorities in general, so the solution is to adopt peaceful means to build understanding and respect for acceptance of each other. The approach will lead to real peace. I’ve noted that in the future government will revoke the declaration an emergency situation with fatal and will return to the normal sense. I am glad because I know that the emergency law is resulting human rights abuses which it was the OIC has been concerned".

OIC will not intervene in Thailand domestic, not support separatism and will be condemning the separatist as evil.

Mr. Sayed Kassem said to the violence occurred that OIC has paid attention to and seek the cooperation between the government of Thailand and the OIC. In 2007, the OIC Secretary General, Mr.Ekmeleddin Ihsanoglu, and the Thai government have signed a joint statement which is a partnership based on respect. The OIC does not interfere in the internal affairs of the country and pay much attention to the problem of Thailand not only to Muslims but also focus to all people of all religions.

He added “From the violence that occurred in the area, OIC strongly condemns the violence at all levels as the killing of innocent people, whether Muslim or Buddhist people of Thailand, as The Qur'an said killing one life is like killing the whole world. The government should use peaceful means to resolve this issue and the OIC has not supported the separatist movements to separate the country.

Discussing with the NSC Secretary and both parties agree the conflict is not religious issue.

On the day, Mr. Sayed Kassem has also led high-ranking officials of the OIC to meet and discuss with the Secretary of National Security Council (NSC) at the Government House in policy solving the problem and to monitor the border provinces of Thailand, especially in the Muslim provinces. He said that it is the correct policy and has been recognized by all sectors which had a referendum with Muslims of Pakistan and Malaysia. The Special Representatives of the OIC have applauded this policy as well.

"The consensus in this discussion of violence that occurs in the provinces is not a religion. But as the historical conflict or different cultures which has accumulated without resolving in the right way" the NSC secretary said in the end.

Roles of OIC and the idle dream of Patani

"Patani" is just a word that group of insurgents often used to represent the division of land as an independent state. Though, they are only a small fraction of the Muslim community in southern Thailand, but causing more suffering and losses to the Thai Muslims in the area. The Tak Bai and Kresik incidents in 2004 till the bombing in Songkhla and Yala on 31 March 2012 are the reason why the government requires “State of Emergency Acts” in southern Thailand, although it will phase out in some areas today.

If you look at the separatist movement is still some small minority groups. There are different methods of movement such as creating violence in Thailand to obtain financial support from foreign as the BRN does while PULO, an another group who claim as leader of the separatists, has an aptitude in the use of media propaganda distort the news attacking on the government to oppress his Muslim to seek donations from Muslims and Muslim organizations and claim a violation of human rights looking for the intervention of many countries in order to create legitimacy for the secessionist but such a behavior is self-abuse. In particular, causing dead to innocent Muslims and the leaders can not control the incidents so the majority of Muslim in the area is realize that State of Emergency can help reduce the severity from its root and only thief who want to cancel it.

After the bombings in Yala and Songkhla on 31 Mar 12, It appeared that local and international Muslim organizations jointly condemned the disturbance of insurgency movements such as the United Nations, Amnesty International. Islamic Cooperation (OIC) and Mr. Samae Haree, President of an Islamic community of Yala, revealed that the disturbance is often claimed as doing for their ethnic Malay. But they did not meet the rule of religion that making innocent people suffer and die.

The visit to Thailand of high representative of the Islamic Organization on 7-13 May 12 at the invitation of Thai Foreign Minister demonstrate openness and the freedom to know the fact of situation in southern Thailand as open up the opportunity for representatives of OIC to meet community groups and graduate school students from southern Thailand. An issue covered by the policy of the King "Understanding, Reach and improving". The Ambassador Sayed Kassim el Masri an Advisor and Special Envoy of the OIC Secretary-General was pleased with the development in a better direction since the visit 5 years later. The OIC has acknowledged a cancellation of the State of Emergency in some areas of Southern Thailand and requests Thailand to cancel it in other areas. The Thai side expressed its readiness to terminate depend on the situation in those area. Both sides have cooperated well with each other.

Some analysts have stated that the OIC is trying to influence the severity of the attempt of the separatists by encouraging separatist groups gathered in the name "The United Patani People Concil (UPPC)" to find the righteousness of people in the Southern area. The question is to determine which of the people in the area wanting that right? Whereas the people is concerning of how to make their life and to live peacefully. They do not even think of any way to divide the land and the OIC, which is an international organization, does not exist as a state that is neutral in any negotiations. Besides, OIC has been repeatedly stressed again and again that "Do not support the separatists from Thailand, not interfere Thai authorities and blame anyone who cause the unrest" while the security agency of Thailand confirmed that there would be no negotiations with bandits, because it is illegal. And may allow the chance for separatists to negotiation which is impossible" so that hopes of the minority is just an idle dream in the country where has freedom for all Thai people.

ความฝันอันเลื่อนลอยของปาตานีกับบทบาทโอไอซี

               “ปาตานี” เป็นคำที่กลุ่มก่อความไม่สงบมักนำมาใช้เพื่อสื่อถึงการแบ่งแยกดินแดนเป็นรัฐอิสระ และแม้ว่ากลุ่มคนดังกล่าวจะเป็นเพียงเศษเสี้ยวหนึ่งในสังคมมุสลิมส่วนใหญ่ที่อยู่ในภาคใต้ของไทย แต่สร้างความเดือดร้อนและความสูญเสียให้กับมุสลิมไทยในพื้นที่มิใช่น้อย ตั้งแต่เหตุการณ์ตากใบและกรือเซะ ปี47 จนถึงเหตุการณ์ระเบิดที่ จ.สงขลา และ จ.ยะลา เมื่อ 31 มี.ค.55 และนั้นคือเหตุผลที่ทำให้รัฐบาลจำเป็นต้องใช้ พ.ร.ก.ฉุกเฉิน ปี 48 ในพื้นที่ชายแดนใต้ของไทยจนถึงปัจจุบัน แม้ว่าจะทยอยยกเลิกไปแล้วในบางพื้นที่ก็ตาม

                หากมองที่ขบวนการเคลื่อนไหวแบ่งแยกดินแดนยังคงมีหลากหลายกลุ่มเป็นกลุ่มเล็กกลุ่มน้อย มีวิธีการเคลื่อนไหวต่างกันเช่น การเคลื่อนไหวสร้างสถานการณ์รุนแรงในไทยเพื่อขอรับเงินสนับสนุนจากต่างประเทศของกลุ่ม BRN ขณะที่กลุ่ม PULO มีความถนัดในการใช้สื่อโฆษณาชวนเชื่อ บิดเบือนข่าวสาร มุ่งโจมตีรัฐบาลว่ากดขี่ข่มเหงพี่น้องมุสลิมเพื่อขอบริจาคจากคนมุสลิมและองค์กรมุสลิมระหว่างประเทศและอ้างเรื่องการละเมิดสิทธิมนุษยชนต่อคนมุสลิมเพื่อหวังให้องค์กรต่างประเทศต่าง ๆ เข้ามาแทรกแซงเพื่อสร้างความชอบธรรมในการแบ่งแยกดินแดน แต่หารู้ไม่ว่าพฤติการณ์ดังกล่าวกลับยิ่งประจานตนเองมากขึ้น โดยเฉพาะการก่อเหตุโดยไม่เลือกเป้าหมายทำให้ผู้บริสุทธิ์ชาวมุสลิมบาดเจ็บล้มตายมากขึ้น และอยู่ในสภาวะที่แกนนำไม่สามารถควบคุมได้ จึงทำให้ชาวมุสลิมส่วนใหญ่เห็นประโยชน์ พ.ร.ก.ฉุกเฉิน ว่าสามารถช่วยลดเหตุรุนแรงได้จากต้นต่อ(ผู้ก่อเหตุ) และมีแต่ฝ่ายโจรเท่านั้นที่เดือดร้อนและต้องการให้ยกเลิก

                ภายหลังเหตุระเบิดที่ จ.ยะลา และ จ.สงขลา เมื่อ 31 มี.ค.55 ปรากฏว่ามีองค์กรมุสลิมทั้งในและต่างประเทศร่วมกันประณามการก่อเหตุของขบวนการก่อความไม่สงบ อาทิ สหประชาชาติ องค์การนิรโทษกรรมสากล องค์การความร่วมมืออิสลาม (OIC) และนายสะมะแอ ฮารี ประธานกรรมการอิสลามประจำจังหวัดยะลา เผยว่ากลุ่มก่อเหตุมักอ้างว่าทำเพื่อชาวมลายู แต่สิ่งที่พวกเขาทำไม่ถูกหลักศาสนาทำให้ชาวบ้านผู้บริสุทธิ์ต้องรับเคราะห์และเสียชีวิต

                การเดินทางเยือนไทยของผู้แทนระดับสูงขององค์กรความร่วมมืออิสลามช่วง 7-13 พ.ค.55 ตามคำเชิญของ รมว.กต.ไทยแสดงให้เห็นถึงการเปิดกว้างทางสิทธิเสรีในการรับทราบข้อเท็จจริงจากสถานการณ์ภาคใต้ของไทย โดยเปิดโอกาสให้ผู้แทน OIC พบปะชุมชุมและกลุ่มบัณฑิตอาสาในพื้นที่ จชต. มีการชี้แจงนโยบายแก้ไขปัญหาครอบคลุมตามแนวทางของพระบาทสมเด็จพระเจ้าอยู่หัว “เข้าใจ เข้าถึง พัฒนา” ซึ่งเอกอัครราชทูตซาเยด คัสเซม เอลมาสรี ที่ปรึกษาและผู้แทนพิเศษของเลขาธิการ OIC กล่าวรู้สึกยินดีกับการพัฒนาไปในทิศทางที่ดีขึ้น นับตั้งแต่การเยือนเมื่อปี 50 โดยผู้แทน OIC  รับทราบการยกเลิก พ.ร.ก.ฉุกเฉินบางพื้นที่ใน จชต.และขอให้ไทยพิจารณายกเลิกในพื้นที่อื่นต่อไป ซึ่งฝ่ายไทยแสดงความพร้อมจะยกเลิก หากสถานการณ์ในพื้นที่อำนวย ทั้งสองฝ่ายมีความร่วมมือระหว่างกันอย่างดี

                นักวิเคราะห์บางท่านระบุว่า OIC พยายามเข้ามามีบทบาทต่อปัญหาความรุนแรงจากความพยายามของกลุ่มแบ่งแยกดินแดน โดยผลักดันให้กลุ่มแบ่งแยกดินแดนรวมตัวกันในชื่อ “สภาประชาชนปาตานี”  United Patani People Concil (UPPC) เพื่อหาความชอบธรรมให้กับคนในพื้นที่ 3 จชต. คำถามคือ? จะหาความชอบธรรมให้กับผู้ใดในเมื่อคนในพื้นที่ จชต.ส่วนใหญ่สนใจปากท้องและการใช้ชีวิตอย่างสันติสุข และไม่เคยแม้แต่จะคิดเรื่องการแบ่งแยกดินแดนแต่อย่างใด อีกทั้ง OIC ซึ่งเป็นองค์กรระหว่างประเทศที่ไม่ได้มีสถานะเป็นรัฐที่จะมาเป็นกลางในการเจรจาใดๆได้ มิหน้ำซ้ำยังได้ย้ำครั้งแล้วครั้งเล่าว่า “ไม่สนับสนุนการแบ่งแยกดินแดนออกจากประเทศไทย-ไม่แทรกแซงไทย-ประณามกลุ่มก่อเหตุไม่สงบ”  ขณะที่ฝ่ายความมั่นคงของไทยยืนยันชัดเจนว่าจะไม่มีการเจรจากับโจรเพราะเป็นเรื่องผิดกฎหมาย และอาจเปิดช่องให้ต่อรองแบ่งแยกดินแดน ซึ่งเป็นสิ่งที่เป็นไปไม่ได้”  ดังนั้นแล้วความหวังของคนกลุ่มน้อยในพื้นที่ จชต.ที่จะแบ่งแยกดินแดนคงเป็นเพียงความฝันอันเลื่อนลอยในประเทศไทยที่เปิดเสรีให้กับประชาชนคนไทยทุกคน
